Characteristics and principles of public administration in the context of constitutional reform

Abstract

The priority role of constitutional reforms as a basis for modernization of the power structure, formation of political institutions, competition and structuring of political forces according to the ideological principle is defined. The conceptual foundations of the activity of public authorities based on the direction of force-generating trends in Ukraine under the influence of political transformations have been studied. Current problems of the methodological foundations of the study of constitutional changes caused by the European integration course of Ukraine and the importance of generalizing the foundations of the constitutional process in the EU member states are considered. The directions of constitutional changes aimed at reforming public administration on the basis of the fundamental, value principles of the constitutional process as part of the general state-making process aimed at improving state power and subordinating it to the goals of social development are defined. A special toolkit based on the institutional features of the legal understanding of both public management and self-governance, as well as the content of regional development and territorial subordination, is considered. The advantages of the formation of the European model of public power in the state based on the features of the public nature of the regulation of the legislative definition of administrative, supervisory and control procedures with the use of innovative mechanisms of interaction of state authorities have been studied.
