Короткий огляд (реферат): The uneven development of the ASCs network and the availability of administrative services in different regions of Ukraine have been studied. Ways have been proposed to regulate the existing practice when different state registers and information systems often operate separately and do not exchange data with each other, which leads to the need for consumers to submit the same documents to receive different services. Directions for solving the problem have been provided. insufficient funding, shortages qualified personnel, limited access to state registers and information systems, which leads to the fact that residents of different regions have unequal access to administrative services, which contradicts the principle of equality before the law and the principle of non-discrimination. Despite the efforts of the authorities and ASCs to inform citizens, many consumers do not know their rights and opportunities in the field of receiving administrative services, do not understand the procedures and requirements for registration documents, are not familiar with alternative ways of obtaining services. It is proposed to simplify the procedures for obtaining administrative services and reduce the number of required documents to minimize the problem – many administrative services still require the submission of a significant list of documents, going through complex procedures, obtaining various approvals and conclusions, which creates additional obstacles for consumers, increases the time and cost of obtaining services, and also creates a favorable environment for corruption. It is determined that solving problems requires a systemic approach that takes into account the relationships between different elements of the system and ensures comprehensive improvement of all areas of administrative service provision. Despite the presence of problems, the system of administrative service provision in Ukraine demonstrates positive development dynamics and the ability to adapt to new challenges of today. It is important to continue positive trends, taking into account the identified problems and identified shortcomings, for further improvement of the system of administrative service provision in Ukraine in accordance with European standards and taking into account best world practices.</description>

Визначено основні напрями трансформації: розви-ток нормативно-правового забезпечення, впровадження дистанційного та змішаного навчання, удосконалення цифрових компетентностей педагогі-чних працівників, подолання цифрової нерівності, забезпечення кібербез-пеки та розвиток цифрових освітніх платформ. Наголошено на необхідно-сті системного підходу до цифровізації освіти для підвищення її стійкості, якості та відповідності сучасним викликам.</description>

    <title>Cultural and educational development of territorial communities as a factor of innovative public administration</title>

Короткий огляд (реферат): The article substantiates the conceptual foundations of cultural and educational development of territorial communities as a significant factor of innovative transformations in the public administration system. The relevance of the study is due to modern decentralization processes that require a transition from directive-administrative management methods to service-oriented models, where the development of human capital becomes a priority task of local authorities. The author analyzes the role of cultural and educational initiatives not only as instruments of social support, but also as catalysts of the economic and innovative capacity of communities. It is proven that innovative public administration in this area involves the implementation of new forms of interaction between the state, business and civil society, in particular through the creation of cultural hubs, creative spaces and digitalization of educational services. The paper identifies key challenges that local governments face when implementing cultural and educational policy, namely: a deficit in budget funding, a low level of human resources potential and a lack of digital infrastructure. Based on the analysis of domestic and European experience, innovative mechanisms for optimizing management are proposed, including: the introduction of project management, strategic planning using participatory tools, and the development of public-private partnerships. Particular attention is paid to the transformation of the role of a public manager, who in modern conditions must act as a facilitator and moderator of processes aimed at forming a capable community. It is concluded that the integration of cultural and educational components into the overall community development strategy allows not only to increase the level of citizen satisfaction with public services, but also to ensure sustainable development of territories through the capitalization of cultural heritage and the development of creative industries.</description>
