Короткий огляд (реферат): A comprehensive approach to the implementation of strategic communications is proposed, which ensures the effectiveness of public policy, ensures effective interaction between the authorities and the public aimed at the development of democratic institutions. A study of strategic communications and their impact on achieving sustainable development goals and developing trust in the government has been conducted, with systematic planning, coordination and implementation of communication policy taking into account the long-term priorities of the state. The rationality of the institutionalization of strategic communications, which is closely related to the concept of good governance and provides for openness, transparency, accountability, citizen participation and management efficiency, and is an innovative tool for implementing these principles, contributing to increasing trust in government and ensuring sustainable development. An analysis of the institutionalization of strategic communications based on a combination of institutional, systemic and communication approaches has been conducted and allows us to consider them as a comprehensive mechanism for ensuring effective public administration. A model of institutionalization of strategic communications in the public administration system has been proposed, which is a multi-level structure of institutionalization of strategic communications in the public administration system and covers institutional, organizational, process and instrumental components that, in interaction, ensure the achievement of key results, namely – increasing trust in government, transparency of management and involving citizens in decision-making.</description>

Короткий огляд (реферат): У роботі досліджено механізм публічно-приватного партнерства (ППП) як інноваційний інструмент управління розвитком відновлюваної енергетики в Україні. Обґрунтовано актуальність використання ППП в умовах післявоєнного відновлення енергетичної інфраструктури, зростання потреб у залученні інвестицій та реалізації цілей енергетичної трансформації. Визначено роль ППП як сучасної управлінської моделі, що забезпечує поєднання ресурсів держави та приватного сектору для реалізації проєктів у сфері відновлюваних джерел енергії. Проаналізовано основні переваги застосування механізму ППП, серед яких мобілізація інвестицій, підвищення ефективності управління проєктами, впровадження інноваційних технологій та розподіл ризиків між учасниками партнерства. Окреслено напрями вдосконалення інституційного, фінансового, регуляторного та управлінського забезпечення механізму ППП відповідно до європейських практик та стратегічних цілей розвитку енергетичного сектору України. Зроблено висновок, що публічно-приватне партнерство є важливим інструментом забезпечення сталого розвитку та підвищення енергетичної безпеки держави.</description>

      <title>Technologies for public initiative implementing in decision-making by local governance institutions</title>

Короткий огляд (реферат): A study of the relationship «government-society» was conducted to determine the level of stability in society with democratic regulation of the interaction of local authorities and local civil society institutions of communities, which is a necessary condition for the formation of a legally valid system of local governance. An analysis was conducted of ensuring the capacity of territorial communities with the participation of all local civil society institutions to solve urgent problems with the rational use of the available resource potential of the territory in order to provide high-quality and effective public services with the participation of residents in making government decisions and taking into account the interests of all groups of the community’s population. A list of recommendations to civil society institutions was determined to involve the main tools for activating life in communities, jointly solving urgent problems and creating real opportunities for the development of territories. The conditions for rational public influence on local authorities and comprehensive solutions to territorial development issues with the support of local authorities in local development planning, the formation of a data bank of public initiative projects, the mandatory prioritization of strategic projects, the creation and support of information systems of territorial communities for effective development management are determined. Measures are proposed for the equal distribution of powers among social groups in the presence of legal channels of influence on activities, the structuring of communicative elements with typical functions of interaction of local government structures with public institutions using dialogical forms of communication and contractual partnership.</description>
