Improvement of system work with public service personnel

Abstract

The features of modern personnel policy as a basis for achieving a harmonious combination of the interests of the citizen and the state, individual and national interests are studied . The directions of improving work with public service personnel are considered on the basis of ensuring the legality of political decisions, the high-quality level of implementation of constitutional guarantees of citizens with stable and continuous provision of public services, the integrity of the state as the main institution of public administration in building a modern legal state of the European type. The main requirements and key characteristics are determined for the conditions of effective integrated analysis of modern processes and mechanisms in personnel management, increasing the scientific validity of methods of working with it, the choice of effective personnel technologies, the development and use of innovative mechanisms for the formation and implementation of personnel policy at all levels. The main requirements and characteristics are determined for improving the content-subject, organizational-management and information-communication spheres of public administration. Measures are proposed to increase the level of professionalism of public servants, strengthen their material interest in the results of their work, and provide clear criteria for building a career depending on the results achieved in a given position.
