Короткий огляд (реферат): В даному матеріалі аналізуються невідповідності та недоліки українського законодавства щодо процедурі виборів різних рівнів за партійними списками. Автор наголошує, що захист сталої процедурної демократії в Україні передбачає постійний громадянський моніторинг національного виборчого законодавства з метою усунення правових колізій між чинним Виборчим кодексом, Конституцією України та Законом України «Про політичні партії в Україні». Автор розглядає колізію між частинами 1-ю та 5-ю статті 154 Виборчого кодексу України, пропонує спосіб її вирішення, а також робить висновок щодо необхідності внесення відповідних змін до Закону України «Про політичні партії в Україні» та до Державного реєстру виборців.

Короткий огляд (реферат): The article examines the institutional and normative foundations of the United States' approach to global cyber governance. The study analyses the key agencies shaping US cyber policy — the Federal Communications Commission, the Cybersecurity and Infrastructure Security Agency, and the National Telecommunications and Information Administration — alongside the evolution of the legislative framework from the Computer Fraud and Abuse Act (1986) to the Cyber Diplomacy Act (2021). Special attention is paid to the mechanism of diplomatic attribution as a strategic communications instrument in conditions of cognitive confrontation. The article concludes that US cyber diplomacy has evolved from technological dominance into a comprehensive normative architecture aimed at consolidating the liberal democratic order in global cyberspace through multilateral platforms such as the UN GGE and OEWG.

Короткий огляд (реферат): The article examines the specifics of the People's Republic of China's cyber diplomacy policy through the lens of the digital sovereignty concept. The study analyses the key institutional actors shaping China's cyber policy — the Cyberspace Administration of China and the Central Cyberspace Affairs Commission — as well as the regulatory framework encompassing the Cybersecurity Law, the Data Security Law, and the Personal Information Protection Law. Particular attention is paid to China's international platforms and initiatives, including the World Internet Conference, the Shanghai Cooperation Organization, and the UN-level proposal for an International Code of Conduct for Information Security. The article concludes that China's cyber diplomacy constitutes a deliberate projection of its domestic model of digital governance onto the global stage, posing a systemic challenge to liberal democratic conceptions of cyberspace.
