Короткий огляд (реферат): This editorial introduces the Special Issue of the Journal of Applied Economic Sciences entitled “Structural Reforms, Sustainability, and Economic Transformation in Emerging and Transitional Economies.” The collection of studies examines how structural reforms interact with macroeconomic stability, institutional governance, financial sustainability, and technological innovation to shape contemporary development trajectories. Drawing on empirical evidence from Europe, the Middle East, Africa, and Asia, the contributions provide new insights into the mechanisms through which reforms influence economic resilience, institutional capacity, and sectoral transformation. Together, the articles highlight the importance of integrated policy approaches capable of supporting inclusive and sustainable economic development in emerging and transitional economies.</description>

Короткий огляд (реферат): The regulation of healthcare markets constitutes a key prerequisite for the attainment of the Sustainable Development Goals (SDGs). By addressing market imperfections, redistributing financial risks, and fostering equitable access to essential medical services, health regulatory policy establishes the institutional framework necessary for realizing Universal Health Coverage. The objective of this research is to justify the importance of regulatory policy and innovation within the healthcare sector as mechanisms for mitigating the adverse consequences of market inefficiencies and facilitating progress toward the Sustainable Development Goals. Regulatory measures aimed at fostering health technology assessment help to evaluate the social, economic, and clinical impacts of innovations before large-scale implementation. Global and national strategies for sustainable innovation emphasize capacity-building, workforce digital literacy, and equitable distribution of technological benefits across regions. Altogether, these regulatory efforts ensure that innovation and regulatory policy contribute not only to technological advancement but also to the long-term resilience, inclusiveness, and sustainability of health systems.</description>

Короткий огляд (реферат): The article explores the role of creative management as a tool for forming flexible models of employee career development in the context of modern economic transformations. The need to transition from traditional linear models of career growth to adaptive and individualized trajectories of professional development is substantiated. Modern scientific approaches to the interpretation of creative management are summarized and key factors that form the creative environ¬ment of the organization are identified. A methodological approach to assessing the impact of creative management on the employee career development has been developed, based on the use of integral indexing, expert assessment, and correlation-regression analysis tools. The creative management index (CMI) and the career development index (CDI) have been proposed, which allow formalizing the assessment of the relationship between management practices and the dynamics of employees’ professional growth. The feasibility of using correlation-regression analysis to study the impact of creative management on the career dynamics of employees is substantiated. Key managerial factors in the formation of flexible career models are identified, including employee’ autonomy, their initiative, participation in innovative processes, as well as the level of trust and support from management. The proposed approach allows integrating modern management tools into the staff development system and increasing the validity of managerial decisions. The practical significance of the results obtained lies in the possibility of using the proposed methodological approach to improve staff management systems, develop the creative potential of employees, and form effective strategies for human capital development.</description>

Визначено значення якісного планування для ефективного функціонування підприємства та проаналізовано наукові підходи до трактування сутності й етапів процесу планування. Обґрунтовано доцільність використання укрупнених етапів планування з урахуванням специфіки діяльності підприємства. Особливу увагу приділено застосуванню інструментів креативного менеджменту та залученню персоналу до процесу розроблення планів. Визначено, що використання креативного підходу сприяє підвищенню ефективності управлінських рішень і формуванню конкурентних переваг підприємства.</description>
