Короткий огляд (реферат): The issue of the emergence and transformation of the concept of the Axis of Evil, which is relatively new in political science and the theory of international relations, is considered. There are two stages of its interpretation, in the first of which the "Axis of Evil" was understood as the political regimes of countries that sponsor international terrorism and develop biological, chemical and nuclear weapons, in the second - autocracies, whose actions began to fan the flames of a new world war. The author emphasizes that the transition from the first stage to the second was caused by Russia's full-scale military aggression against Ukraine, which caused a crisis in the world order, and analyzes the actions of the actors in this alliance. Короткий огляд (реферат): У статті на прикладі України та Великобританії проаналізовано публічну дипломатію як ключовий інструмент «м’якої сили» у формуванні міжнародного іміджу держави та її конкурентоспроможності. Досліджено еволюцію поняття «сили» та обґрунтовано, що ефективність зовнішньої політики вимагає синергії «жорсткої» та «м’якої» сили, де публічна дипломатія виступає мостом, що поєднує національні інтереси із міжнародним сприйняттям. На прикладі досвіду України в умовах повномасштабної війни, продемонстровано трансформацію культури та лідерства Президента України у стратегічний ресурс, що забезпечує країні перевагу в глобальній інформаційній війні (кейс мозаїки «Боривітер»). Проведено аналіз британської моделі «м’якої сили», її інституційних основ (British Council, BBC World Service) та стратегічного, довгострокового підходу. Короткий огляд (реферат): Relations between Ukraine and the United States have become particularly intense and important since the start of Russia’s large‐scale armed aggression against Ukraine, which made the United States its main strategic security partner. However, this cooperation began much earlier. Therefore, this article briefly examines the initial evolution of bilateral interaction from 1992 to 2025, with a special emphasis on the transformation through institutionalized defense cooperation through and partly as a result of building a strategic alliance between the two countries on the path to traditional political support. The purpose of the study is twofold: first, to highlight characteristic periods/phases in Ukrainian‐American relations, and secondly (simultaneously) to identify factors that become key elements/issues that attract the attention of different levels in the contextual political/security/defense interaction. The study includes historical and political analysis using the comparative legal method, content analysis of international treaties, US legislation and analytical materials of leading think tanks. Thus, in the evolution of cooperation, three main periods can be distinguished: (1) symbolic political support of the 1990s, also characteristic of relations with other countries, where the main task was the development of democracy; (2) 2014‐2021, when relations significantly deepened in the context of military aggression and the corresponding partnership in the defense sector; (3) the period after 2022, when unprecedented US military assistance to Ukraine acquires the features of a strategic alliance based on the Bilateral Security Agreement between the two countries, which allows for the development of comprehensive defense cooperation. By the third period, Ukraine becomes an active participant in regional stability. This radically changes its role in the international environment and allows us to look at it from a different perspective, not only as a donor‐recipient. П. Короткий огляд (реферат): У доповіді досліджено концептуальні засади когнітивної війни як нового виміру сучасних гібридних конфліктів у цифровому середовищі. Доведено, що когнітивна війна це, по‑перше, цілеспрямований вплив на когнітивні здібності та процеси, а по‑друге, вона завжди пов’язана з переформатуванням / заміною ціннісних та інституційних координат, у яких індивід приймає рішення та діє. Обґрунтовано магістральну стратегію ведення когнітивної війни забезпечити штучне формування такого інформаційного середовища або контексту, у якому людина буде змушена обирати рішення, що мінімізують її трансакційні витрати, або відмовлятися від рішень зовсім. Досліджено тактику ведення когнітивної війни. Доведено, що головна трагедія когнітивної війни полягає в тому, що жертва до останнього моменту захищає нав’язані їй думки як власні.
