Tools of effective interaction between public authorities and civil society institutions for implementation of public-private partnership projects

Abstract

The tools for combining the capabilities of local governments and civil society institutions and private investments in many areas of functioning of territorial communities within the framework of public-private partnerships are considered, which will contribute to the sustainable socio-economic development of united territorial communities with the participation of potential investors and innovative approaches to managing changes at the territorial level. An analysis of the allocation of funds for the implementation of public-private partnership projects in the country is carried out in accordance with the requirements of the international community regarding a rational structure by areas of financing of investment projects. An analysis of the state of intermunicipal cooperation of the regions of Ukraine is carried out, which allows us to conclude about the widespread use of forms of public-private partnership when combining resources, expertise and capital of both sectors to achieve common goals, including economic development, infrastructure improvement, provision of quality services for the population, as well as the development of social and environmental initiatives of territorial communities. A system of basic principles for the formation of modern public-private partnership has been defined based on the development of existing world experience of cooperation between the state and the private sector in the investment sphere while ensuring an effective system of financing infrastructure projects under the terms of joint public-private financing, or under the terms of non-financial support of a private partner. A system of groups of indicators and indicators for assessing the impact of a public-private partnership project on the territorial development of a united territorial community has been proposed, which will allow determining the social condition of the investment project, as well as having the opportunity to track the dynamics of the development and maintenance of the project. Based on the development of changes to the regulatory framework for the implementation of public-private partnership in Ukraine, the main forms of providing state support for the implementation of projects have been defined, which improve flexibility and reliability and ensure the timeliness of the state’s response to modern challenges and threats, including the involvement of a wider range of public and private entities. The main directions of development of public-private partnership within the framework of the strategy of socio-economic development of united territorial communities are identified, during the implementation of which local authorities and civil society institutions guarantee stable demand in the project and contribute to its implementation on the basis of financial integrity. It is proposed to expand the instruments of partnership relations between the state, education, science, business and society within the framework of using mechanisms of public-private partnership aimed at innovative development of regions and united territorial communities on the basis of technological development, formation of appropriate social, production and innovation infrastructure taking into account the interests and with the active participation of business.
