Abstract: The paper discusses the dynamic rules of the knowledge base for expert systems on the idea of bundles the knowledge base. The concept of constructing knowledge base models based on a hierarchical functional system and its implementation for integrating chat bots with expert systems is investigated. The properties of a hierarchical functional system are analyzed: connectivity (filtration of knowledge bases), complexity (hierarchy of levels of local knowledge bases), stability (adaptive behavior of a hierarchical func-tional system). An example of an online consultation of the @es_economy_karkas_bot chatbot in the financial subject area is given on the example of determining a borrower's creditworthiness assessment. The use of a hierarchical functional system for online consultation in mobile expert systems is discussed.
