Abstract: Ukraine has no decisive intentions in developing comprehensive and holistic conceptions of the state apparatus in the new economic conditions. This is evident in the evasion of responsibility for certain decisions taken by the legislative and executive authorities. It is worth taking into account the use of the public-private partnership mechanism which should be aimed at ensuring the possibility of implementing socially significant projects in the shortest possible time, unattractive for traditional forms of private funding. In addition, the mechanism of partnership between government and business should increase the efficiency of projects through the participation of private businesses, which is usually more effective in the market than government institutions; to ensure the reduction in the budget burden attracting private funds and transferring the part of the cost to users (commercialization of the services provision).
