Historical-constitutional basis of formation of the foundations of public administration of government bodies

Abstract

The historical periods of the formation of the mechanism of public administration in Ukraine and the political reforms carried out as a basis for ensuring political stability are considered. A system-historical analysis was carried out as an element of a comprehensive approach to the study of the foundations of public administration in the system of development of public administration in Ukraine. The characteristics of the features of the formation of the institutional foundations of management decisions are determined in order to systematize the research areas of the mechanisms for regulating the activities of government bodies when determining the role and place of such mechanisms in the process of transformation of the national management system. The prerequisites for the formation of a modern transformational model of constitutional foundations for national development while ensuring compliance with the main principles of statehood - sovereignty and independence - are considered. Directions for the formation of a stable system of public administration based on a defined sequence of constitutional reforms are proposed, according to which the state, as the main reforming institution, systematically evaluates Ukrainian society and ensures the implementation of effective interaction of civil society institutions.
