Abstract: Modern European education is built on the formation of competencies of higher education institutions graduates, the list of which is defined in regulatory and legal acts, including within the "frameworks of qualifications". In the normative field of Ukraine, the lists of competencies are determined by the higher education standards, the creation of which began in 2018 and should be completed in 2023. The Ukrainian higher education standards contain integral, general, special (professional, subject) competencies and program learning outcomes. The Law of Ukraine "On Education" contains a list of key competencies that partially corresponds to the list of key competencies in the European Qualifications Framework. We conducted an analysis of the list, titles and content of competencies in Ukrainian higher education standard of 141 specialty (Electrical Power Engineering, Electrical Engineering and Electromechanics) at the bachelor's level of education, which revealed the inconsistency with the lists of key competencies of Ukraine and the EU. We proposed changing the titles, grouping, disclosure of the competences content in higher education standards, introducing new competences into the lists of standards and key competences, setting requirements for the levels of competence formation in accordance with the educational levels in the higher education standards and the definition of the content of each level of competence, which will contribute to the harmonization of national legislation of Ukraine to the European legal system (acquis communautaire) in the course of European integration.
