Abstract: The full-scale war in Ukraine has significantly challenged the financial resilience of territorial communities. The thesis analyze the consequences of military actions for local budgets, highlights disparities between frontline and rear regions, and explores strategies for sustainable recovery. Emphasis is placed on decentralization, interbudgetary transfers, international support and adaptive governance as critical tools for enhancing resilience. Recommendations aim to ensure the stability of public services and efficient resource allocation under wartime conditions.
