Abstract: The main goals of personnel management in government bodies, tasks and measures of rational management of the professional development of public servants with a defined distribution of powers and responsibilities at all levels of public administration have been studied and summarized. The requirements for the competence, activity, organization and purposefulness of the personnel of the authorities, which are put forward by the modern civil society of Ukraine, are considered. The priority principles of motivating the personnel of government bodies are defined, taking into account the results of labor and social activities, taking into account the contribution of each employee of the management body. Ways to solve the problems of personnel management in government bodies for the qualitative development of the personnel potential of the public service are proposed.
