dc.description.abstractThis article examines the impact of the war in Ukraine on the country’s human capital and explores the potential of “virtual return” as an innovative mechanism for mobilizing the Ukrainian diaspora. The study highlights how armed conflict directly reduces human capital through casualties and displacement, and indirectly through disrupted education, weakened labor markets, and deteriorated health systems. Migration and the resulting brain drain further exacerbate these losses, hindering economic recovery and long-term development. Drawing on recent academic research, the article argues that digital technologies enable new forms of remote engagement that can mitigate the negative effects of emigration. The concept of virtual return—participation in research, education, entrepreneurship, and innovation ecosystems from abroad—offers a practical and scalable approach to leveraging the global Ukrainian diaspora. The paper also outlines the institutional and infrastructural prerequisites for its implementation, emphasizing the need for supportive policies, digital connectivity, and coordination within national recovery strategies. By reframing migration as a resource rather than a loss, virtual return provides a path toward strengthening Ukraine’s resilience and accelerating post-war reconstruction.uk_UA
