Interaction of the public with local self-government bodies in the context of civil society structures development

Abstract

The features of civil society as an obligatory part of the mechanism that ensures the functioning of all democratic institutions of society and stability in the political, social and economic system of the country, based on the construction of an effective and balanced state policy for the development of civil society, are studied. An analysis of aspects of public administration that hinder comprehensive social development and the formation of a system capable of playing a positive stimulating role in the process of building civil society structures in Ukraine (excessive centralization, excessive concentration, vertical communication, imbalance of powers, opaque procedure of the decision-making process, excessive use of instruments of administrative influence, excessive control, opacity of procedures) is carried out. The main problems of interaction between the public and local governments have been identified and systematized (public associations are not recognized as platforms for effective interaction with local governments, public uncertainty in their own strength as an active subject of cooperation with local governments, public uncertainty in the effectiveness of their own actions and opportunities to influence the processes of making managerial decisions at the local level, civil passivity in terms of awareness of the activities of local governments, ineffective use by local governments of effective tools and methods of cooperation with the community population, the presence of negative experience of interaction with the public, lack of professional communication skills among local government officials). Measures are presented to increase effective interaction between local governments and communities, aimed at creating conditions for comprehensive activity of citizens in the social, economic and political spheres in compliance with the main goal of civil society - protection of a person from state intervention, human development and ensuring quality living conditions.
