dc.description.abstractThis thesis proposes the 4F Index, a multidimensional framework for assessing the financial resilience of territorial communities under wartime conditions. Integrating economic, institutional, social, and technological dimensions, the index supports resilience measurement and strategy development. Using the Kharkiv territorial community as a case study (2021–2024), the findings highlight the critical role of institutional capacity and digital transformation in strengthening local financial resilience.uk_UA
