The regulation of healthcare markets constitutes a key prerequisite for the attainment of the Sustainable Development Goals (SDGs). By addressing market imperfections, redistributing financial risks, and fostering equitable access to essential medical services, health regulatory policy establishes the institutional framework necessary for realizing Universal Health Coverage. The objective of this research is to justify the importance of regulatory policy and innovation within the healthcare sector as mechanisms for mitigating the adverse consequences of market inefficiencies and facilitating progress toward the Sustainable Development Goals. Regulatory measures aimed at fostering health technology assessment help to evaluate the social, economic, and clinical impacts of innovations before large-scale implementation. Global and national strategies for sustainable innovation emphasize capacity-building, workforce digital literacy, and equitable distribution of technological benefits across regions. Altogether, these regulatory efforts ensure that innovation and regulatory policy contribute not only to technological advancement but also to the long-term resilience, inclusiveness, and sustainability of health systems.
