The Concept of The Financial Resilience of the territorial communities of Ukraine in terms of a full-scale war

Abstract

The thesis explores the concept of financial resilience of Ukraine's territorial communities under the conditions of full-scale war. Following decentralization, communities received new powers, but military actions have led to reduction of revenues in local budgets due to infrastructure destruction, population displacement and increment of costs for security. The thesis examines the communities’ ability to adapt to change, maintain a balance between incomes and outcomes and ensure effective financial resource management to preserve key functions during times of a full-scale war.
