Abstract

The main distinctive feature of municipal infrastructure objects’ management is a high degree of adaptability. Concession can be applied only for objects construction or their exploitation. It is possible to speak about a flexible system of a state — private partnership only when it covers both activities including at least partially objects’ project. This variety is expressed in different ways of risks division. There is no uniform model of a contract that can be used in all cases of real life situations.
