The features of the PRC's policy in the field of cyber diplomacy

Abstract

The article examines the specifics of the People's Republic of China's cyber diplomacy policy through the lens of the digital sovereignty concept. The study analyses the key institutional actors shaping China's cyber policy — the Cyberspace Administration of China and the Central Cyberspace Affairs Commission — as well as the regulatory framework encompassing the Cybersecurity Law, the Data Security Law, and the Personal Information Protection Law. Particular attention is paid to China's international platforms and initiatives, including the World Internet Conference, the Shanghai Cooperation Organization, and the UN-level proposal for an International Code of Conduct for Information Security. The article concludes that China's cyber diplomacy constitutes a deliberate projection of its domestic model of digital governance onto the global stage, posing a systemic challenge to liberal democratic conceptions of cyberspace.
