Strengthening financial resilience of territorial communities of Ukraine by synergy of e-governance and circular economy

Abstract

The publication examines how integrating e-governance and circular economy practices can strengthen financial resilience during post-war recovery in Ukraine. Drawing on European case studies, the analysis shows that digital tools enhance transparency and participation, while circular strategies reduce costs and create new revenue streams. A phased roadmap is proposed to guide community-level implementation toward long-term sustainable development.
