Designing financial resilience framework for post-war reconstruction in Ukrainian territorial communities

Abstract

The thesis describes the development of a conceptual framework for strengthening financial resilience of Ukrainian territorial communities by integrating economic, social, institutional and technological dimensions. The framework functions as an adaptive management cycle, enabling local governments to diagnose vulnerabilities, design context-specific fiscal strategies and adjust policies dynamically in response to wartime and post-war challenges.
