Efficient ratio between centralization and decentralization of pubic power at the regional level

Abstract

The role of decentralization in the society transformation and welfare state building. Analyse of approaches to determining decentralization of public power and considered forms of administrative functions decentralization. Determined positive decentralization impact and excessive state control points of the commission for cooperation between government levels. Determined optimal ratio of decentralization and centralization by changing roles, responsibilities and authorities of different government levels to achieve efficiency of the state.
