Abstract

Problems of financial transparency in conditions of the reformational process beginning were reduced basically up to the solution of problems of the elementary order, account and control in public finances. In the article the basic principles of "transparency" are offered; open and effective rules are recommended to adjust procedures of reception, reconsideration and appealling of all administrative decisions.
