Abstract: The formation of an inclusive economy in Ukraine requires not only economic growth but also the creation of conditions for broad participation in economic activity, equal access to education, employment, resources, and professional development opportunities. In this context, the development of personnel competencies becomes an important micro-level mechanism for ensuring both economic efficiency and social inclusion. The study examines the transformation of competency requirements for employees under conditions of technological change, digitalization, structural transformations, and post-war recovery. Particular attention is paid to the development of adaptive, digital, socio-communicative, inclusive, innovative, entrepreneurial, and continuous professional development competencies. The paper substantiates the need to move from traditional personnel management toward a competency-inclusive model of human capital development based on competency diagnostics, individualized professional development, digitalization of training, an inclusive organizational environment, and performance assessment. The proposed approach emphasizes the strategic role of personnel competencies in increasing labor productivity, organizational competitiveness, employment quality, and the involvement of diverse population groups in economic activity. The development of competencies is therefore considered an important prerequisite for strengthening organizational adaptability and supporting the formation of an inclusive economy in Ukraine.
