Abstract: The article discusses principles of provision of the high quality of educational services and their compliance with the world standards and informatization of the educational sphere. Tests as one of the most efficient assessment techniques with systemic nature are studied to enable appropriate assessment of language skills formation at higher education institutions and principles of tests formation and materials selection, which guarantee quality of skills assessment, are distinguished. The article covers skills relevant for B2 level of language competence and provides guidelines for B2 level tests creation.
