Improvement of system for estimation the socio-economic development of united territorial communities

Abstract

The features of the introduction of modern approaches to assessing the implementation of strategies, programs and plans for the development of local socio-economic systems as a tool for ensuring sustainable development and determining the directions of future reforms of territorial development in compliance with the expected results of social and economic goals are studied. A wide range of approaches and proposals are considered that will contribute to a more effective definition, measurement and analysis of the socio-economic progress of local communities. It is proposed to conduct a comprehensive assessment of the socio-economic state of united territorial communities (UTCs) by determining a generalizing integral indicator of the level of development of the UTC by combining economic, social and environmental aspects of the development of the UTC. The procedure for implementing a complex and comprehensive assessment of the level of development of the UTC and justification of the system of indicators used to calculate the integral assessments socio-economic development and have to be selected from official and objective source and answer next in imogam: indicators should be measurable in general and normal units; be sensitive to changes in the measured data and not be influenced by external factors; be subject to regular monitoring and take into account the frequency and periodicity researched phenomena; possibility checks others means; correspondence to the object under study and the set objectives. The important role of using innovative technologies in assessing the socio-economic development of local and regional authorities in automating and optimizing the process of data collection and analysis is identified, which significantly increases the efficiency of the assessment system, contributes to more effective planning and management of development, helping to identify trends and problem areas in community development.
