Abstract: The article develops a methodology for measuring creative climate through the Industry Creative Climate Index (ICCI), designed specifically for the software development and IT-services sector. It integrates survey-based perceptions (e.g., psychological safety, autonomy) with objective operational indicators (e.g., experimentation throughput, deployment metrics) into a transparent composite index. The study outlines a step-by-step procedure for index construction, including normalization, weighting, aggregation, and robustness analysis, ensuring comparability and practical applicability. The ICCI provides both an overall score and a multidimensional diagnostic profile to support managerial decision-making and targeted organizational improvements. Overall, the proposed approach enhances evidence-based evaluation of innovation capability and supports benchmarking across teams and organizations.
