| Abstract: | The development of e-governance in Ukraine is driven by the need to ensure continuity of public administration during wartime, increase transparency, and strengthen citizen participation. The study aimed to systematically assess the level of e-governance development, considering civil society’s access to digital participation tools, based on the UN methodology. The results show that Ukraine has made progress in digital transformation, including the launch of a national digital public services platform, development of strategic policies, and improvement of legal frameworks in data protection, cybersecurity, and information openness. However, several challenges remain: lack of a national digital coordinator, fragmented regulation of innovations, absence of a comprehensive digital inclusion strategy, weak integration of public consultations, and limited gender-disaggregated data. The study recommends appointing a national digital transformation coordinator, developing a digital inclusion strategy, updating the regulatory framework, and enhancing citizen participation in policymaking. |
