Короткий огляд (реферат): The article examines the institutional and normative foundations of the United States' approach to global cyber governance. The study analyses the key agencies shaping US cyber policy — the Federal Communications Commission, the Cybersecurity and Infrastructure Security Agency, and the National Telecommunications and Information Administration — alongside the evolution of the legislative framework from the Computer Fraud and Abuse Act (1986) to the Cyber Diplomacy Act (2021). Special attention is paid to the mechanism of diplomatic attribution as a strategic communications instrument in conditions of cognitive confrontation. The article concludes that US cyber diplomacy has evolved from technological dominance into a comprehensive normative architecture aimed at consolidating the liberal democratic order in global cyberspace through multilateral platforms such as the UN GGE and OEWG.
