Abstract: This thesis examines how artificial intelligence is transforming workforce development in public sector institutions through personalized learning, learning analytics, immersive technologies, and generative AI tools. Authors argue that successful AI integration requires not only the development of digital, analytical, and adaptive competencies among public employees, but also effective change management, human oversight, and governance mechanisms that ensure fairness, transparency, accountability, and data protection. AI is therefore presented as a strategic instrument for strengthening institutional resilience and adaptive capacity when technological innovation is aligned with organizational objectives, ethical standards, and human-centered learning approaches.
