The paper is devoted to the strategic role of public communications management under conditions of martial law and hybrid security threats. Based on the case of Ukraine, the study substantiates the necessity for transforming state-society communication from traditional, reactive methods of public information toward proactive, technological, and networked frameworks. The research highlights that the cognitive domain and state-citizen trust have become primary arenas for hybrid confrontation, where targeted enemy disinformation campaigns and psychological operations actively exploit local socio-demographic vulnerabilities. The article explores the integration of innovative public administration technologies Smart Governance to secure, stabilize, and scale effective public communications. Furthermore, the paper develops a model of strategic, tri-sectoral synergy between State Authorities and Civil Society Institutions (CSIs). Within this architectural framework, CSIs function as verified, highly trusted multipliers that de-escalate local social tensions and conduct grassroots cyber-defense and open-source intelligence. The study addresses structural implementation barriers including bureaucratic inertia, public sector brain drain, algorithmic AI errors, and data breach risks and proposes institutional solutions to ensure national resilience.
